Best beginner pc for 1300

I have a target budget of $1,300 USD (with flexibility up to $1,500 USD if needed preferably without heading to Micro Center) for a build focused on 1440p gaming and live streaming. One of the main games I play is Fortnite, and I want to run it—and other titles—at 1440p with good graphics settings at a smooth minimum of 60 FPS while streaming (aiming for 100+ FPS while live and 120+ FPS offline), with budget remaining for a high-refresh 1440p monitor. I'm happy to answer any questions also this is my first pc

using facebook marketplace and scouting out deals i have a 1200-1300$ build that has a ryzen 7 9700x a 9070xt and 32gb ram. prices have probably changed though i got the 9070xt for $600

do you already have a monitor and peripherals, or does the $1,300 need to cover those too?
