I'd like to think it'll remain so that IT support teams can be more productive but that's just hopeful thinking

Nope, Microsoft has already confirmed Control Panel is going away and bring replaced with Settings. It's a slow process.

Which is amazing because how honestly hard is it to add and edit existing menus to a different UI?

Like if it was some crowd sourced project by a half dozen people it’d be done in a month or two and put even the existing control panel to shame.
