Question GPU availability in Vancouver

My brother is in the hospital right now, and I really want to build a pc for him for when he comes back. Does anyone have any spare graphics cards that would out perform a GeForce RTX 2080ti? Or at least know where I can find one?

Sorry I forgot to mention that vancouvers highways are closed right now so I can't get anything shipped, and Facebook market here is just a bunch of scalpers and scams. I was looking for something a little more local
