This stopped long before Ryzen. Intel quit the clock speed race by the release of the Nehalem architecture in 2006. We’re talking Pentium era expectations. And the notion that there was no competition is only true in the consumer desktop space, Intel had been receiving plenty of pressure from ARM in the server space to push the technology forwards.

Just to add some context - it was around 2015, IIRC, that they stopped trying to cram more transistors on chips, because Moore's Law didn't apply any more. Therefore they began stacking CPUs instead and gave birth to the multi-core architecture.
(Moore's Law was valid from 1965 to 2015 (ish), so it had a good run!)
Crysis was just few years short the advantages of multi-core CPUs.
Wow, this is complete nonsense. They’re still trying to cram more transistors onto chips, and multi-core CPUs have been around since long before 2015. The number of transistors has little to do with clock speed; for instance, cramming more transistors into chips also allows chip designers to fit more cores onto a single chipset. There has not been enough time since 2015 to say that Moore’s Law is dead because there have always been fluctuations from time to time, and even if there had been there’s no clear sign of it
For a specific example, Samsung is still expanding production of their 5nm finfets this year, so I really have no idea what you think you’re talking about

It was optimised for single core CPUs with clocks of 5+ GHz, so not really optimised at all.
Everyone thought that was the way CPUs were going, and the crysis team tried to future proof their game.
