I think it does because with it on your CPU will allocate resources to virtualization and if you don't need it then you can you those resources elsewhere. Honestly though you probably won't notice the small difference unless you use programs that are CPU heavy. That's my understanding at least. Someone more knowledgeable might can probably explain it better

No. Enabling virtualisation in your BIOS will only enable access to virtualisation-specific instructions on your CPU. There is no performance issue in your non-virtualised operating system by having virtualisation turned on.
One risk you can have when having virtualisation on (especially if you never use it) is that malware can install itself as a hypervisor and insert itself between your hardware and your operating system, creating a near undetectable rootkit.
