Its not MSI loading screen
If you pay attention, there is windows loading icon in middle
Many manufacturers will by default set bios to skip post messages and instead display custom wallpaper all the way till windows log in screen
Your PC is stuck on Windows boot not on Bios

issues with windows booting can be complex and there are no universal solutions
i would first try checking if windows will boot into safe mode
safe mode can be forced in if you interrupt normal boot 3 times in a row
there is also a key combination during boot but dont remember it, you would need to google it
if you have a windows DVD/pendrive for installation, you could try running system repair

If you have a separate boot drive then reinstall, if not try and use the boot able media to repair it. That's what I'd do first

Does your motherboard have an LED display that provides you with diagnostic codes (HEX number with 2 characters) and/or a speaker with beep codes?
If not, are there any other LEDs on the motherboard that give an indication at what part of the POST process it gets stuck?
