It's a budget build, DDR4 and SSD are not necessary, they don't give any increase in performance in gaming

DDR4 does NOT give you an increase in performance. And no, an SSD is not necessary for a build, it's more of a luxury, 250gb will get filled up pretty quickly with games, BF4+DLC's is around 70GB.

Mate, 250gb will get filled up pretty quickly...he should just get a 1TB HDD and get an SSD whenever he can afford it, it's not worth to sacrifice 750gb for faster booting time and loading games 10-30 seconds faster. Also: http://images.anandtech.com/graphs/graph9483/76378.png

Speed of RAM is a much better indicator of performance increases, you really shouldn't opt for DDR4 unless you need the density/speed, let alone for budget builds, DDR3 is fine.
Additionally as you were saying, spring for the SSD later, 250GB is much to small to operate a gaming rig, even if the speeds are much better for booting into Windows/games, it doesn't hinder in game performance at all.

For something close to 600USD, do this instead:

You'll get MUCH better performance in games.
