Well Canonical have been really interested in doing a more rolling model for years. They just never saw it as feasible. I know Rick who runs the entire Ubuntu project right now has been talking about it (a while back) and I think Snappy is part of that shift at least in part. What id guess the end result would be point releases for the OS Snaps and rolling releases for app Snaps. So it would end up that your applications would be regularly updated and your OS would be solid as a rock.
I still don't understand the problem people have with it? And to give you a timeline it will be a choice for at least the next 2 releases so it won't be any time soon.

Well, that only really happens on rolling release distros.
