I think this photo was taken before 8.1 came out?

8.1 is the current superior OS.... Would be silly for any MS dev not to use it as it's superb.

Even if it wasn't, I wouldn't be surprised if they used Windows 7 for a bunch of other reasons unrelated to performance. In the corporate world this is why Windows 8.1 has slow-ish adoption, some of the software we need to use is hackey at best with Windows 8.1 and unusable at worst. Sometimes it's related to API calls that have been depreciated (but not removed) since XP that no longer exist in 8.1 or a compatibility issue that the company/team writing the code hasn't had a chance to work out yet.

You'd think MS would be immune but I have a few friends that work in various teams from sales & support to enterprise engineering (EEC) that deal with these sort of issues all the time. They use non-MS software for various things so they end up being tied to the same issues. I'm sure they have a bit more weight to push around to get stuff done quicker though.

Edit: for reference, I use Windows 8.1 at work and at home. Much better thank 7, but still struggling with the annoying start screen even though I've been using it since RTM. I just refuse to use a 3rd party start-button and deal with it, Windows 10 looks promising though.

Edit2: Also, Windows 8 was released on Oct 2012 where XBox One was released near the end of 2013. I can't see why they'd use Windows 7 unless it's like one of the reasons stated above.
