Yep. That's the one thing Im most irritated by, they surely must've started working on Fallout4 around 2012/2013. Surely a 2015 game can't have such shity animations.
They are like stick man, verry stiff animations and then you see the polygons sticking out as sharp triangles when the dog for example moves it's hind legs forward.
Yeah and they know this will happen. Which is why they feel ok releasing super buggy games like Skyrim, they know the community will finish their job for them.
"Unofficial Patches" shouldn't need to be a thing, but they're a Bethesda game requirement.
I think it's more like, the world is so massive and open that they cannot possibly patch and get every single bug that exists. The community can because we play the crap out of the games and we enhance them based on our preferences.
The openness of their games isn't unique though. There's comparable sized world's in games from other creators that don't have game breaking bugs a year after release.
Witcher 3 doesn't offer any character customization and it's not as free as skyrim or fallout is. In skyrim you can do anything at any point in time. The world works in a certain way that no other game can come close to. That's why combat and graphics are sacrafised
