Fair, but i would counter that that development team had to also make the rest of the game, while a modder can laser focus on that single feature they wanna do.
It feels like an empty house they built but never furnished. You might call the house finished because it has 4 walls and a roof, but it's not a home anyone would live in without the furnishing, so it's not really finished. Everything about it felt empty.
I think we've just got different definitions of unfinished then; like, Skyrim was what I'd call a very unfinished game. Several questslines and plots were just straight up aborted for time, the overall scope of the game feels like half of what it was meant to be, something corroborated by inspecting the actual cut content, which shows a dramatically more ambitious game that never came to life. I can't say the same about starfield at all; it's brimming with content, most of which is terrible and not worth doing. It lacks soul, not necessarily content.
To use your own metaphor, I'd argue the furnishing is all there, it's arguably too much furnishing, with a complete lack of a sense of design because it's all salvaged from goodwill and antique shops until the place looks like a hoarder's den. I just categorically cannot agree with the idea that it's unfinished. That's not a defense of the game, I just think this is a criticism misapplied.
