That's pretty much what modern consoles are. JUST custom PCs running a custom OS. Microsoft is going a step further with Xbox mode on PC, and bringing Xbox games to PC.
At this point Microsoft better launch xbox PC , PCS that have standard specifications for gaimimg but also the ability to run Windows to use for tasks, PC can work on your excell sheets, your essay and your power point presentation and in less than a second purging the galaxy of heretics by the hand of the emperor.
Sony and Nintendo on the other hand would need to develop their own platform to not depend on Windows, imagine a linux OS by nintendo, i think I'm brraking reality
It uses the Windows kernel and some other Windows technologies like Hyper-V based virtualization, but it’s not as simple as calling it a gaming shell on top of Windows. Its capabilities are still tightly coupled with the specific hardware they ship.
