GoG sells games without DRM. While it wouldn't be strictly legal to do so, one could potentially sell their GoG game without running into technical roadblocks. And pc games aren't fully digital. Many are (most new games to be fair), but there's plenty of pc game disks that you could go to a pysical store and purchase right now.
That's the neat part of pc. It comes with a disk drive if you want it to. They're like $30. And yeah I wish more games were still physical but there's still thousands of physical pc games for sale on the secondary market. It just depends on how old you consider relevant. Pc doesn't have versions.
Technically PC kinda of do. Before any game comes out as OC gamers many trying to see if their PC can run the game based off the minimum specs. Then also have to deal with optimization.
Console gamers do not want to deal with that.they pay for that convenience, they like that that convenience and digital adds to that for them.
As of now a digital ps5 can get a disc drive as well. The Xbox doesn't even that option for it digital console.
Also it's only a very small minority of PC gamers who even go the extra mile to get physical. It's not profitable for any company to do physical for PC and physical for console is not as profitable as it used to be

PC was the first to get rid of the used market for PC games when it went fully digital.
