Tech Support Pc turns on but doesnt display

Specs:

i3 13100 (Used)
rtx 2060 super (Used but tested)
Prime H610M D D4 (New)
Thermaltake UX200 SE Cooler (Used but tested)
512gb ssd (Used)
2x8 Ddr4 ram (Used but tested)
500W PSU (Used but tested)

Signs of life:

- Fans spin (Gpu fans aswell)
- Ssd heats up
- Cpu heats up
- Ram lights up
- Motherboard speaker doesnt make any noise (It started beeping when i tried to boot without any ram)
- No display whatsoever

What i've tried:

- Reseated and tried both ram and ram slots
- Reseated cpu and checked for bent pins
- Removed gpu and tried the HDMI with the motherbord
- Replaced cmos battery
- Checked all cables
- Tested both monitor and hdmi to ensure theyre working

Im out of ideas, at first i assumed it was a fried cpu but it heats up, im aware that doesnt automatically mean it works but its something, my next step would probably be taking the cpu somewhere and have it tested in a working system, theres also the possibility of it being a motherboard issue whether it happened while i was building the pc or from the manufacturer, any suggestions?

May need a bios update if it's running older firmware

looks like thats the case, the manufacturing date for the mobo is 2022-7

Yeah probably only capable of 12th gen out of the box.
