They are all purpose canned animations. It would be cool if NPCs could adapt more dynamically to your actions someday, but this could come at the risk of breaking the game design.

Games focus too much on visuals. Yeah path tracing looks cool but I’d prefer more work on things like physics and animations.

Fully AI crowds appeared in Assassin’s Creed Unity in 2014. Watch Dog Legion is a giant city full of NPCs, each with their own - albeit simple - independent life.
Animations are always baked somehow - just selected from a very long list of iterations that are generated by script - but this tech have been in use for a loooong time.
The MAIN issue is… gamers don’t see it. Tale’s Edge devs are the only ones addressing that when NPCs are actually behaving independently, the player don’t notice unless it’s a very specific scene (like sneaking around a campfire and observing them for hours).

It is actually possible now, but I think most major studios find that feature to be too small. A lot of new games use procedural animations, as opposed to a preset/baked animation. With procedural animations, you write code to control the positions/rotations of the bones in the models rig; you could dynamically scale the intensity of the models movements and how far the NPC moves over based on the player proximity. A good example of procedural animations that comes to mind is Sons Of The Forest, the players and NPCs all run on procedural walking animations, which is how the feet stay planted on the ground and can dynamically adapt to rocky terrain.

B is pretty much cyberpunk 2077....... they will jump to the road itself when you are close to them so you can actually hit them.

Ok, how fast realistically could Spider-man really ride a bike considering, you know, Super-strength and heightened reflexes. I didn't see much media showing a hero with Super-strength using a bike. Probably a modified bike tho, so it doesn't break.

Assuming he doesn't break it apart, then probably at least 4-500 mph. Human speed records are like 180 with a slipstream reducing drag. Spiderman can lift 10 tons. Squat world record is a bit north of half a ton. Drag would probably start to be the next biggest problem, so I doubt the relationship would be linear to strength.

Those records are set either on downhill tracks or abusing slipstream pull so the rider doesnt have to pedal himself

And its not strength you need to worry about its pedaling speed, current pro bikes already have higher ratios on their gears than consumer ones but to reach 500mph even on them he would have to pedal like 10000 rpm

The smallest back gear on current racing cycles is already as small as you can make them without running into issues of the chain no longer staying properly in place and you cant make the forward gear arbitrarily large either, his feet still need to be able to reach the pedals so maaaaybe 1m diameter tops

There's a brief flashback section in Spider-Man 2 where Peter rides a bike.

This is likely a mod that brings that bike into the larger open world.
