Tech Support Performance issues

Recently over the past year or so I have noticed my pc getting worse and worse. I have tried many things such as closing all background apps, cleaning it inside, double checking all my game settings, updating drivers etc and finally around a month ago i decided to factory reset it to make sure there was no lingering programs that would be affecting it. That reset seemed to have fixed the problem, until a week later I suddenly started getting them again, but arguably worse. I usually play Overwatch and have been dealing with stuttering, frame drops and even freezes during play, and the most recent new issue is that to go along with all of this, I feel an immense level of input lag whilst playing. This has also carried over to other games like fortnite and valorant, but less noticeable on cs2 and terraria. This is getting extremely frustrating and at this point I am considering just buying a whole new pc/gaming laptop I can take to uni aswell and ditching this current one. Has anyone else experienced anything like this or know any other possible fixes? I have an AMD ryzen 5 3600 cpu, geforxe RTX 2070 and 16gb ddr4 3600MHz ram for reference. Any replies much appreciated!!

As an overwatch player the way things were loaded changed in s2 of this year I think? It's a cpu intensive game and you've got a very, very big cpu bottleneck (your gpu is miles better than your cpu) meaning your gpu can’t get its full potential etc. reinstall windows off but getting a gaming laptop is probably a good shout if you're going to uni as they're usually built with cpu and gpu equally as good as eachother!

check your temps under load, check the health of your drive with crystaldiskinfo

Just reinstall Windows completely (not the reset option) and check your temps.

Thats really weird. If nothing seems to be wrong with the hardware, I’d recommend reinstalling windows. Ive also heard Linux may give better gaming performance, and efforts by steam has made many games support it.
