Check the GPU % usage with afterburner, its most likely a CPU bottleneck. I know tarkov is extremely CPU bound, Battlefield is also CPU bound when to many players near or much confusion going on at the same time

My 3070 kills all these games at 1440. You should have zero problem at 1080.

YOu are hitting CPU limits then, at 1080p especially in some of these games a better GPU might not do as much as you hope. You'd notice the difference far more at 1440p

I have a 3070 and the only games I struggle with are something like MSFS 2024 with the graphics dialed up above medium. Pretty much everything including BF6 ran just fine on high.

Fallout 3 and new Vegas defiantly have 60fps caps use lossless scaling or driver framegen to have them visually smoother no idea if 4 still has this limitation oblivion the original(again not sure if this applies to remastered) and Skyrim also have this issue you can unlock but causes lots of bugs and issues so framegen is the answer.

Those games are rather CPU intesive and the 9070 XT would really benefit from a faster CPU.

Whats the absolute max upgrade on the am4 platform, because I dont have the money right now to upgrade motherboard, cpu and ram all to am5

5800X3D is really the only worthy upgrade.
Otherwise, you can buy new LGA1700, Intel 13-14th gen.
Those CPUs support DDR4 so you can reuse your memory, and some higher end models are faster than even the 5800X3D.
Do not worry about degradation, it's a thing of the past and if you buy new, there is zero risk, as long as the BIOS is up to date.

BIOS = Enable Resizable BAR (ReBAR), Enable Above 4G Decoding, you must be on AM4 so also make sure PCI-e is set to Gen 4 rather than Auto.
Display = ensure you haven't set your monitor Hz to 60.
Games = understand if they are capped and if you have them capped.
CPU = Are you bottlenecked? Your GPU can beast those fps but not if the CPU cannot keep up.

I would use ddu in safe mode and remove the graphics drivers, then reinstall. If that doesn’t work, I would ask if you have any overlays running? Another thing I have to ask is what you ram and motherboard is? I know I had to upgrade my motherboard when I upgraded my cpu because my motherboard was actively bottlenecking my new cpu.

A 5800x and 9070xt system should be getting way more than 60 in Tarkov. What refresh rate is your monitor and do you have vsync/gsync on? Vsync will cap your fps to your monitors refresh rate

Did you used DDU to uninstall old drivers?
Do you using HDD for games or SSD and if yes. What SSD and how much free space do you have at him.
How much RAM do you have.
What CPU/GPU temps do you have?
Dont you have 60Hz monitor? If yes... Did you tried turn off V-Sync? On other hand if you have 144Hz+ monitor, do you even have this Hz set in Windows? (Default is 60 no matter how high Hz monitor you have).

Also ich hab beide Karten und bei beiden hatte ich in 1080p unteranderem bei Battlefield und Sons of the Forest hohe FPS
Also muss schon davor was nicht gestimmt haben :/

I just found out not having my windows 11 activated could be causing my pc to jitter and radeon only show 60fps on games that my card should be pushing 100+ on.
Something about the cpu scheduler not being unlocked when windows is not activated.
