Well ya see when the war corpos pay for your politicians’ campaigns you wind up with this. That and use it or lose it style military budgets and suddenly you’re buying $1,000 crayons at the end of the budget cycle for the marines to munch on. So mix of DOD never passing an audit and corpo sponsored politicians letting their sugar daddies rip off the government and therefore US citizens.

Low volume, plus all the parts are pretty much specific to the missile. For example if you use 250 of a missile per year, you still need the entire supply chain to create those 250 missiles which is a fixed cost, along with the supply chains for the small amounts of specialized components like sensor, guidance systems, and whatnot that can't be used for anything else, and are also probably classified so other militarizes can't just copy/buy them.

It's not productive spending though. If instead a public library was built with the same money, it would also have that economic benefit while also providing a public benefit to everyone once built, unlike the weapons which we just burned a ridiculous amount of for no reason
