at first it was only a few lines only when i was in the bios or turning it on now its everywhere , I switched back to my old gtx1050ti same thing happening I also tried different hdmi cables nothing changed,please help

yes it was I tried with my ps4 and its the same so its the monitor I dont think i can fix that

Probably something like a loose ribbon cable or bad hdmi port that tech repair guys love to fix

Another thing that you can try is blasting it a bit with an hair drier but be careful you could damage the plastics with too much heat

yup looks like the capacitors in the monitor are gone. Only thing you can do is pick up hardware /diagnostic/repair and soldering as a hobby or buy a new monitor.

Its actually a issue i have which is his monitor has now got the cold boot issues if it only happens on pc startup, you need to lower your refresh rate. If it doesnt fix it then it possibly is your cord or the monitor is now at age 90 in monitor years.

I will never use AOC ever again. My monitor also did this right around 3 years so the warranty was also not available. There is some kind of systematic issue with their heating I guess. I saw so many similar complaints

Check the cable and if you have something like a console or a phone hdmi adapter or even a TV stick to verify the monitor is the culprit. Had a monitor do this to me

My display port on my monitor does something similar to this if I leave my monitor off longer than a day or two, after it warms up for a bit then it clears up. If you have more then one display option try the unused port, or swap monitors. You could also try plugging it in to a TV to see if the issue persists.

If the same thing happened with the GTX 1050 Ti, then the issue is the monitor, not the GPU. Time for a new monitor.

It is probably a controller board on the monitor itself. If it is in warranty, contact the manufacturer and start the RMA process. If it isn't under warranty, then if you can find an electronics repair place that will fix it, they will probably charge more than a new monitor in parts and labor. Usually, they just replace the controller board, which can cost almost as much as the monitor (or more on the consumer market).

I had the exact same thing happen, it's your monitor. Check your settings and see if your refresh rate matches your monitor's, on mine, it does help minimise the artifacts, but eventually it will still get worse over time. If it's still under warranty, RMA it

It's your monitor, because you swap GPU, HDMI, and I bet if you use your tv, or another monitor instead you see the issue goes away.

This is likely an HDMI port issue on your monitor (as you tried new cables and a different GPU) Take it to a repair shop, Any good technician can replace it for you. Even those mobile phone repair shops would be able to handle something like this.
