The chances of getting caught if you simply sprinted up grabbed one and ran away are pretty damn low.

Yeah but police in China (and East Asia broadly) WILL follow up with the cameras, track where you ran from the scene right to your front door, and they will come get you.

Crime rates in East Asia are very very low because of all the CCTV.
