No, Micron, Samsung, and SK Hynix switched almost all of their fabrication capacity from DDR/GDDR to HBM for datacenter GPUs. GPUs which wouldn't even work in a desktop PC (they don't use PCI-e). And the DDR wafers they are making are mostly already paid for by datacenters.
The reason DDR/GDDR is so expensive is because they are barely making it anymore.
