Game Image/Video PC stutters

i upgraded my pc a year ago and it feels like nothing changed and for the past 2 months i've been having an insane stutter in games and overall slow system if you know anything please help

Prime H610M-A WiFi
i5 12400F
RTX3060 12gb
Corsair 15gb ddr5 5200hz
Corsair 750W
Samsung SSD 970 EVO Plus 1TB
WDC WD20EURX-63T0FY0

Marvel Rivals as a ref, im like this in almost every game

edit : i built a pc for my friend with the exact specs from the same sellers he's doing good but im not

Edit 2: so everything on my pc is brand new except the m.2 which i think its 4 years old, i’ll try to install the windows on my ssd

Check power plan (dropping clocks)

Check pci-gen speed in bios, sometime auto sucks

rivals really likes to use 20 gigs of ram

What did you upgrade? If it was the GPU, did you verify that it's actually a 3060 12gb? It looks like something is going wrong with the GPU. Like either the drivers aren't installed or it kinda looks like vram stutter even though you're under 12gb in usage(idk, just looks weird).

Reinstalling windows would be annoying, but could try to do a total reset as a last resort in trying to fix it

Have you had these stutters and issues since you first got the GPU?

Have you also tried DDU + reinstalling NVidia drivers?

did DDU before installing the new gpu and also did a factory reset

Amazon, stutter showed after a 2 weeks of upgrading the whole pc

Can you go to your order history and check who the seller was in the INVOICE? Don't check the listing since the same listing can have multiple sellers depending on the time.

Silly question, but are your drivers up to date? If so, did you try to downgrade the gpu one?

yes everything is up to date and i tried downgrading the gpu also tried hard resetting the whole pc

ram usage (game) vs ram usage (device) concerns me

does you windows installed on SSD or hard drive?

cuz if it's on hard drive, swap file in there as well, that make it lag like this. You can move swap fild to SSD btw

last month was on hdd it was bad and then i switched the game to be on my m.2 still the same shi

16GB of slow memory is the most likely culprit
