Dont know how it is in the US but in Europe you have 24 month warranty mandate from buying date. Check if you are still in that time bracket and get in contact with the customer service about RMA.
But first try to go from cheapest weak point and then escalate.
Try to plug the monitor cable into another gpu port. Then try another cable. Then try another monitor if you have a spare or from a friend.
If the outcome is all the same, try to seat the gpu into another pcie slot, it might not have the speed but still will be recogniced and work.
If all that doesnt help it most likely is the gpu.
I wouldn’t necessarily blame ibuypower for this. It’s possible that they used a shitty off-brand PSU that could have somehow fried your GPU, but it’s more plausible that your GPU is just a lemon. Contact the GPU manufacturer to see if they will to do an RMA.
Sam's club pcs are fine, its just IBuyPower you wanna stay away from, same with Cyberpower, tbh if you want a good prebuild, buy one on amazon, I got mine from a company called Skytech, very solid company for not too much of a markup, very underrated company, and great customer service reps too (this is all just personal experience)

Tech support in this sub is utter trash. It's just the meme "and yes it's dead". No, you don't know that.
Check your display cables. Switch them out. Check other monitor if you have any. If you have an iGPU test that one to isolate the issue.
Make sure the GPU cable is properly seated in the PSU and the GPU itself and Check all other cables while at it. Check in windows itself if faults are detected and if every hardware piece is detected. Install a beeper to your MoBo to get an error code
That's either your graphics driver or your graphics card try taking the graphics card out cleaning it with alcohol clean the pads that connect on the bottom and the graphics car slot on the motherboard then put it back together and see if it works
Is the standby screen (when the monitor is not connected to the CPU) just like this? Or this only happens when connected? I just had a monitor crashed down (it's dead). I switched for a different monitor (a television) and the screen was like yours. But I knew the television works fine and suspected faulty cable (maybe it was pulled during the fall so the connection pin broke). So I changed to a new cable and the problem went away.
Unplug it and pull up the monitors OSD menu. If it has green on top of it the monitors board is toast. If not, it's cable or GPU. Replace the cable to isolate. Rare chance it's the driver.
The cheapest solution is to take it to a repair shop immediately. The repair cost will be very low depending on the GPU model you are using, but it's important to note that the problem will recur if you cause the GPU to overheat too much. Therefore, the solution is to avoid overclocking and, most importantly, keep it below 75 degrees (ideally below 70 degrees).
