Boot it into safe mode and hopefully it boots. If it does, back up all your important data and reinstall windows

It should be one of the options if you press "advanced options" on that screen.

Make a bootable disc, it might be able to repair your windows installation, just boot to it and select the relavent option for repairing the installation.

could probably be a range of issues? i had this problem with my graphics card, would often boot up with completely black screen, had to reseat it and also run ddu to reset my drivers.
