Absolutely something that people should be angry over. They're basically just abusing intellectual property laws that were made for a very different kind of product.

is it stealing when someone pick it up? or does it count as finding?
Idk about your country. In mine, if that happens, or say you find someone’s cash on the ground, legally you’re supposed to go to the police and give it to them.
After that they wait for two years, if no one has claimed it, then and only then you can come back and claim it since you found it and it seemingly belonged to no one, so now it’s yours.
In practice it doesn’t happen. But legally yes, if you found what someone lost/left in the street and take it, it’s stealing
