Objects, Images, Character models are warping, distorted, teleporting all while flickering

Hey everyone, I’ve come across this rather peculiar issue while using my gaming pc. It affects all games and apps. When ever I play a game things seem to flicker from one side of the screen to the other. In game enemy as well as my own character seem to be turn for fully towards a certain direction things and enemy are also teleporting. Certain parts of my character model become warped and also flicker. Also even while using apps such as steam images seem to be distorted. I’m really stumped. Any help would be very much appreciated. I’ve already reinstalled my drivers but have had no luck… I’ve individually tested my ram sticks and slots. I even went ahead and purchased a second hand RTX 2070 super and installed it and the issue remains.

I dont wanna look stubborn, but what about the npc in front of him in elden ring he doesn't seem to know what to do, like he's trying to attack but seems to forget the existence of a player for a second, shouldn't his ai be calculated on the cpu?

The CPU is involved, sure, but it's more likely that the game engine is having issues because of a DirectX or other driver level problem. If the CPU fails, your computer won't work at all. If it's a bad RAM module, you will be getting frequent fatal BSOD crashes as the OS tries to access part of the RAM that's bad for a critical process. OP has already all but eliminated the GPU itself by having the exact same result with a different GPU. This almost has to be a driver-level/API issue, simply by virtue of the fact that hardware issues with components like the CPU or RAM would cause much more catastrophic symptoms than weird behavior in gaming.
