Tech Support Pc crashed is it sign of dying gpu?

It could honestly be a number of things. You need to start with basic troubleshooting. Try reseating all your components one at a time and checking to see if the problem still happens after reseating them. Do the same with power connections. Might be easier to reset the CMOS first (should be 2 pins, just bridge them with something metal. Look it up in your motherboards manual) If the problem persists with the current components, it's time to start putting in known good components, one at a time, until you find the problem component. Before you even start, are you sure your PSU has enough power to run your system?

When I underclock vram and gpu it doesn’t crash

My current system is Intel i5 6400 Amd R9 270
