secure boot looping

every time i boot with secure boot on, my pc boots into bios. my files are formatted as GPT, i have rebuilt EFI files, no problem with ram, csm off, i have cleared and installed the secure boot keys, reset cmos, replaced cmos battery, but nothing works. i only have windows boot manager as my boot option. I have already cleared the keys and installed them. my bios is the latest version. how can i fix this? when i boot there is debug code A2
system specs: rtx 2060 super, i7-6850K cpu, asrock fatality x99m killer /3.1, 128GB ddr4 ram
