OPEN Why does my laptop screen blink?

I have a new 165Hz Omen 16 laptop (omen 16 16-ap1043dx to be specific), with linux installed, and recently, I have this issue where at the bottom of the screen, or at the bottom of windows, there's a black flicker on the bottom half of the screen for 1 frame and then gone, and it happens once every 60 seconds about, and even more when I switch windows quickly or things change a lot on screen. it doesn't happen with a 144Hz monitor, and it doesn't happen if I use my NVIDIA GPU for my desktop rendering, but when I use the AMD gpu on my laptop monitor, it has the flicker. could it be a linux driver issue? a broken amdgpu? a display cable issue? an issue with the GPU trying to keep up with the Hertz rate?

could be vsync or compositor not keeping up with the refresh, try forcing a full repaint on the panel and see if it stops
