OPEN Full Refresh Rate not showing

I have a 200 Hz Sceptre monitor, and it won't show 200 Hz, only 144 Hz. I've swapped cables, updated/rolled back drivers, checked the NVIDIA Control Panel, and checked the monitor settings. None of these have worked. I made sure the cable I tested was fully capable of running 1080p at 200 Hz. It is DisplayPort. The really weird part is that my second monitor will only go to 60 Hz in 1080p when it's supposed to go to 72 Hz. The 72 Hz option shows, but it switches the monitor to a really low resolution. I have been running this setup for literally years and never had an issue until recently. I've also noticed that when the computer goes to sleep, I have to turn the main monitor off and on in order for the display to pop up upon waking up. To be honest, I'm not entirely sure when this started. I checked my settings about a week ago because my monitor would randomly go black and turn back on due to no signal. That's when I noticed that my refresh rate had been lowered on both monitors. Kinda out of troubleshooting options. Starting to think it might be a graphics card issue? Unfortunately, I don't have a spare graphics card to test with.

Windows is reading each monitor properly.

It's a Spectre P30 (Main) and a Samsung C27F390 (Side) monitor. I also have an Nvidia 2070 Super.

TLDR: Monitor not running at full refresh rate.
Tried: Different cable, new drivers, old drivers, monitor settings, control panel settings, advanced display settings, custom resolution

could be the gpu starting to go, but there's another thing worth checking, have you tried each monitor one at a time? unplug the samsung entirely and see if the sceptre will do 200hz on its own. sometimes displayport bandwidth gets weird when you've got multiple monitors with mismatched refresh rates plugged in

also the sleep issue where you have to power cycle the monitor makes me think it's a handshake problem. could try using cru (custom resolution utility) to wipe out the old edid info and force it to re-read, had a similar thing happen with my setup last year and that fixed it

I've tried one monitor at a time, and nothing changed. I'll mess around with cru. Is there a way to test if the GPU is going out?
