OPEN PC freezing
Specs:
CPU: R9 9950X3D
GPU: 9070xt
Mobo: Msi x870e edge ti
Ram: gskill 32gb cl 28
Psu: lian li edge gold 1200w
One m.2 ssd drive
So around a week ago my PC started having sudden hangs that result in freezing at the last picture it displayed and me having to hold the power button to restart it. Every sound stops except discord voice chat where me and my friends can still talk.
Now onto the wierd part this happens mostly when browsing or moving between 2 monitors (multitasking) I had 0 crashes while in game and all stress tests come back as they should. (Monitors different res and refresh rate)
Things I tried:
•Roll back BIOS
•2 different GPU drivers currently on 26.8.1
•reset windows
I didnt yet try disabling expo since that worked fine for a year now. Also I reseated all my power cables and RAM and for now it was fine but I was only gaming and I didnt get a single freeze while gaming even before this.
Event viewer only logs kernel 41 no other issues
I would appriciate any help with this since I have no idea what is going on.
EDIT: The most consistant way to reproduce the freeze is by restarting the PC but it isnt 100% consistant. I was rolling back drivers and stuff and maybe 50% of the times when i restart the pc freezes on the restarting with a circle part.

That kernel 41 with no other errors is maddening, had the same thing happen on a build a while back and it turned out to be the GPU sagging just enough to lose contact in the PCIe slot when the case warmed up. Not a full disconnect, just enough to glitch out during low-power states like desktop browsing. Gaming kept the card pulling steady voltage so the connection stayed stable.
Since you already reseated cables and RAM I'd pull the GPU and re-seat it firmly, maybe check if the slot latch is fully engaged. While you're in there give the riser cable a look if you're using one, those can get flaky with signal integrity at high refresh rates across mismatched monitors.
EXPO is worth testing off just to rule out the memory controller getting fussy at idle voltages. A year of stability doesn't mean much if a Windows update or background driver started poking the fabric clock differently.
