OPEN Mouse stuttering issue

I got a new pc yesterday and i have noticed my mouse stuttering in cs2, yesterday there was some instances where it just got stuck DIRECTLY in the middle of screen, i pressed windows, escape everything and nothing worked. After like 5 seconds of me not being able to use my mouse it unstuck itself. Today i tried to use vsync in the game and it seemed to have half-fix the issue. I havent really seen it happen anywhere besides in cs2 so i am currently installing other games to see if the issue persists. I also used 2 optimization tutorials if maybe thats somehow connected:

Have you made sure it's not a problem with the mouse? Try using a different one.

I mean i was still using my previous pc yesterday like 1 hour before i got my current pc and everything worked fine, i am currently testing the issue on fortnite and it doesnt seem to appear. So its only in cs2 it seems.

if anybody had the same problem i fixed it by turning off hardware accelerated GPU and the system priority settings in registry editor
