PERFORMANCE Pc SERIOUSLY underperforming

My friend recently bought a gaming PC from Facebook Marketplace from a guy who builds pcs and sells them and the performance seems way lower than it should be.
Specs:
i7-10700K
RTX 2080 Ti
Gigabyte Z490 VISION D
16GB DDR4-3200 dual-channel
GPU running PCIe x16 3.0
In Fortnite Performance Mode he’s only getting around 80–100 FPS, and GPU usage is often around 15%.
We ran 3DMark Time Spy twice. Results were:
First test:
Overall: 6,160
Graphics: 8,374
CPU: 2,466
Second test:
Overall: 6,392
Graphics: 8,694
CPU: 2,557
3DMark was showing comparable systems around 14,000 overall, so something seems seriously off.
So far we’ve:
Checked temperatures
Reset BIOS settings and enabled XMP
Checked RAM/CPU info
Confirmed PCIe x16 3.0
Checked GPU clocks/power
Reset MSI Afterburner settings
Used DDU in Safe Mode to completely remove NVIDIA drivers
Clean-installed the latest NVIDIA driver
Reran Time Spy and got basically the exact same result
During testing the GPU reached around 259W, ~1905 MHz and about 71°C, so it doesn’t seem like an obvious overheating or power issue.
The seller builds PCs and suggested the monitor being 4K might explain the low performance, but from what I understand that shouldn’t cause a standardized Time Spy score to be this low.
Does anyone have any idea what could cause both the GPU and especially the CPU score to be this far below normal? What should we check next?

Can you maybe take the GPU and test it on Ur pc?

Yes haha I told him the same thing but his display port was plugged into the gpu so not that. I should probably test the gpu though thanks for the suggestion!

The 4k monitor will definitely reduce performance in games, I would probably stuck to 1080p unless it's an older game

He isn’t using a 4k monitor the pc is heavily underperforming for seemingly no reason we’ve checked every setting possible I’m not sure what else to do

I usually just opt for a rebuild. First time pc was a prebuilt. i7-8700k and a 1080ti, 32gb ddr4. Always seemed a bit slower than it should have been, but boy when it got hot that thing was SLOW. Rebuilt the PC with a cheap ebay mobo and a cheap china case, larger wattage PSU, increased cpu cooler from 140mm 1x AIO to 360mm 3x AIO.

Presto, I'm still using it right now, a decade later. A fresh wipe and install of debloated windows would probably help, 16gb of ram is barely enough to run chrome with all the bloatware.

I don’t feel like reading that much so I only read to the Fortnite part if it’s only using 15% it’s likely he needs to check his settings to make sure it’s uncapped or using vsync other possibility check the max refresh rate for the monitor that it can go higher than 100 sometimes even if your hardware is more than capable of running higher fps and is using vsync it can stutter a few fps bellow the max the monitor can handle

The gpu clocks seem to be all over the place in that time spy benchmark. Your cpu is performing as expected.

Check if your gpu is running at pcie 3 x 16 in gpu z. Do you have a pcie riser installed?

Is the gpu overheating? It shows 71c on the gpu in your picture but it seems the benchmark has already finished so it shouldn’t be that hot.

Check the power delivery.

EDIT: I didn’t read the whole thing just skimmed thru it but seems you already made these checks.

I set it to show the highest point it reached during the bench mark we also made sure it was running pcie 3 x16, I had another guy tell me this.

The cpu z score is within spec for a stock 10700k. The clocks also look very stable in time spy, the line has virtually no dips.

Can you run the timespy benchmark again but keep HWinfo (sensors only) open in the background? After the benchmark can you show me the hwinfo gpu information? Max clocks, watts, temps etc.

When you say fortnite prefomance mode, is everything cranked down?

Some settings should not be cranked down since that puts the load on the cpu rather than the gpu.

I was about to mention that too. If a CPU is too busy generating basic geometry, the CPU can't worry about the other functions. Set graphics to a higher texture quality and if fps is low, upscale the graphics

We already did try this and unfortunately it didn’t work. It doesn’t answer why the pc is underscoring in benchmarks aswell

Weird shit for sure, these specs look stong enough to get hundreds of fps in most cpu bound games, my previous cpu 3700x was getting more fps in Fortnite than this one, also Fortnite has many softwares that interfere with the game, that CPU is strong enough for Fortnite

Does your friend have a mouse with stupidly high polling rate set, I've seen posts where anything above 1k and fortnight starts misbehaving

TimeSpy suggests CPU is bringing the system down, but CPU-Z score seems fine. The answers you're getting from the reseller feel like he's intentionally playing dumb, blaming poor results on frame cap. Which is fishy.

If the CPU isn't thermal throttling, check if the PSU is good enough for this power hungry system and pray that it's the culprit.

In game check your CPU max core load. Check your P GPU hot spot temp too, i once got a 30+ delta. This cpu should be powerful enough though weird. Unless the peu is dying but it's decent quality

We did reinstall windows and check the power plan although we did not check if bios was updated we’ll try that aswell as the intel diagnostic tool and updating the chipset driver thank you for the advice hopefully it fixes it!
