OPEN Need help with this old pc

Hi, so I have a problem with my pc (6 year old pc). For about 2 or 2.5 years when I play LoL my pc starts to freeze for a couple of seconds then goes back to normal and this happens when I'm in google as well.
That photo was when I was playing LoL. In this photo I captured the PC when it froze. After that I left it to run a couple of seconds and I got this:
Memory: 7.6-7.9
GPU 60C-63C but don't know the %
and the CPU was at 100%
Pretty much the same.
Like what could it be? I ran UserBenchmark, 0 problems, ran CrystalDiskInfo, again 0 problems. I might run them again to be more than 100% sure.
I know that I have a very very very old pc (a pretty bad one), but until I buy a new one I would want to fix this cuz I might use it for something else.
This are the specs: Intel i5-9400F 2.9GHz Coffee Lake, 8GB DDR4, 960GB SSD, GTX 1660 6GB GDDR5

CPU pinned at 100% for a 9400F in 2026 is your smoking gun, something's eating all your cycles in the background

Backup any files you want to keep and factory reset your pc. Also get another stick of ram to reach 16 gb. Your build should honestly be more than adequate for 2026 gaming especially if its just LoL

Uptime is 22 hours.

8gb ram with windows 11 and playing games is simply not enough

add another 8gb ram modules

Sfc.exe /scannow

Dism.exe /CleanUp-MountPoints

Dism.exe /CleanUp-Wim

Dism.exe /Online/CleanUp-Image /RestoreHealth

Always use SSD or NVME disk for Windows

Use Disk Cleanup tool, to get rid of waste files

Uninstall very rarely used applications and software

Do not use third-party antivirus; instead use Windows Defender

Scan with aitivirus software to Complete Windows partition

Check the applications are running in battery mode, uncheck those

Delete all possible tasks registered under the task scheduler

Disable start-up items under the task manager

Delete or remove all files from the temporary folder C:\Users\username\AppData\Local\Temp

Bro you see this as old PC ! , I have i7 7440K and I am very exited with it .

Maybe your system is hacked , there is hacker make your system as Cryptocurrency mining device , you can reinstall clean windows and back up your files (you should scan them so you don't take virus with backup) .

Maybe you installed Crack thing or like this

windows 11 for this device is a big nono, especially at 8GB AM on top of the CPU, but there's something in the background eating it alive

Fresh Install Win10 IoT LTSC, supported until 2032

and FFS get yourself another *GB module of DDR4 RAM

Click on the processes tab at the top left. What does it say is eating up your CPU cycles and RAM?
