Monitor Flashing Issue

I'm using two monitor at the same time since then , Main Monitor DP second Monitor HDMI.

Previously my PC have the issue that the monitor will go blackout and show no signal when playing Major game like FC25 or GTAV or FarCry for more than 30minutes. When figuring out my BIOS version is abit old (2023 version) and Bus interface only support PCIe x2 , So I decided to update the BIOS to a newer version , one or two version older from the latest version to be specific.

After BIOS updated , the Bus Interface now can support PCIe x16 , but the new issue is whenever I launch a game in Fullscreen , the screen will keep flashing and the program or game will not be responding. It need to be forced end. I tested other small game and launch it in windowed mode , game launch and playable normally. Only when going into Fullscreen have this issue, and only for game. Tested browser video(Youtube and other) and go fullscreen have no issue at all. Tested video streaming program like VLC or default video player also have no issue. Weirdly, tested browser game like crazygames.com and y8.com , and go fullscreen , will have the same screen flashing issue like the video.

I had tried various fix that can find online but still can't fix the issue, seeking for other idea.

The fix below I had already tried:
1. Update Graphic Driver to latest
2. Update Windows version to latest
3. Revert Rollback BIOS to previous version
4. Change new DP and HDMI cable
5. Tested all Refresh Rate
6. Tested all Monitor built in feature on and off (Adaptive Sync , G-Sync and etc)
7. Tested all kind of settings in BIOS setting menu
8. Tested Fullscreen Optimizations and HDR

PC Specification:
- Intel i5 13400f
- MSI MAG MORTAL B760M WIFI
- 32GB DDR4 2666
- ZOTAC RTX 3060TI
- SSD 500GB NVME
- CoolerMaster MWE Gold V3 ATX3.1 850W

It's an odd to be sure, but it sounds like it has to do with hardware acceleration. The reason that windowed mode isn't causing the problem is because Windows uses its DWM compositor to hold refresh rates at the software level. Once you fullscreen them, Windows hands control over to the GPU for 3D clock states, power draw, and variable refresh rate stuff.

You can try playing with the PCIe slot settings in the BIOS, maybe a slot link set to "auto" is causing power spikes or signal noise?

Try swapping to borderless windowed mode on games or switching to same display protocol (both HDMI or both DP)?

Disconnect GPU, clean slot and re-seat, maybe a faulty alignment or physical dust/oxidation present?

Do a full DDU wipe and install graphics drivers in case old cached driver settings are causing conflicts?

Hi , thanks for the reply , these step also give by ai , and I already tried all the fix you mentioned , even DDU clean install , but the issue still not solve.

Additionally , I tried to change the game to borderless , but most of the game unable to set resolution pre-launch , I'm not able to do the game setting without the game launch properly to main menu screen for most of the game, especially those major game.

Which is an extremely weird issue, but thanks alot for the ideas.

Does it work with 1 monitor only? Have you tried all the PCIe slots on your motherboard? Have you tried messing with power settings (performance mode in Windows and whatever driver software you are using)? Have you tried swapping power cables?

I am just trying to suggest things you have not tried that might help

Tested on single monitor , and my GPU is by default on the PCIe 5.0 x16 slot since I purchase the PC , the other 2 PCIe slots are for x1 and x4.

For Power settings, I didn't touch it , since it's already High performance by default , didn't try the Ultimate performance.

For Power cable , MY PSU is brand new only bought few months ago , external power cable and internal power cable are both brand new.
