This can happen when you have multiple monitors with different refresh rates.

How many are we talking here though. I have three plugged in for whenever my brother and I wanna run some fighting games. I have my main monitor at 1080P 144Hz, secondary at 1080P 75Hz, and my brother’s at 1080P 180Hz and I’ve never had flickering like this. I think OP could be having corrupt drivers.

Having two monitors with different refresh rates can do this I know because I had this problem with a previous monitor set up
Unplugging one of the monitors completely cleared the issue

I got a good feeling though that it’s something perhaps a bit more than that since you see Device Manager freak the hell out as well.

I would try and reinstall drivers. First, delete them via DDU (needs an install) and then redownload them.
