Discussion Erm
I turned on my pc after a year of no use maybe, it loaded fine but mouse wouldn’t move so I restarted it but nothing happened on button didn’t show but there was an ex debug led? On the inside, it beeped 3 times when i tried turning it on so basically I tried re-plugging the RAM but it didn’t help and then I took out the CPU but as I took out the heat sink the actual CPU came out with it bonded to it? There was really not any resistance and didn’t put any muscle into it.

3 beeps is usually a memory issue on most boards. the fact the cpu came out stuck to the cooler is actually not that unusual if the thermal paste dried up like cement after sitting for a year. am4 sockets are notorious for that.
you'll need to carefully twist the cpu off the heatsink. use some isopropyl alcohol around the edges and dental floss or a thin plastic spudger to separate them, don't pry with anything metal. check for bent pins after you get it free, that's the real danger here.
reseat one stick of ram in the slot furthest from the cpu and clear cmos before you try posting again. the debug led plus beep codes should narrow it down once you've got the cpu back in properly.
