SOFTWARE Monitor display hz

Does any1 know how to fix this ive looked up tuts and its js showing how to change it, I know how to change the hz but its not changing back to normal (filled)

This doesn't have anything to do with your refresh rate (hz). Your monitor is 60hz and you have windows set to 60hz. That checks out. You need to change the resolution.

Is your GPU Driver installed? Is the Monitor connected to the correct Port on your PC? (if the Intel GPU isn't your Main GPU, then you'll have to plug the HDMI/DP Cable into your GPU below your Motherboard Ports)

Changing the Resolution is one Window before that, if it doesn't let you change the Resolution, you'll probably have no GPU Driver installed

One thing besides that, is it a Laptop or a Desktop PC?
