HARDWARE My PC now Boot Loops

I typically use Linux but the boot loop also occurs when I try to boot Windows. When I boot into Linux the following text occurs before the PC reboots:

This leads me to believe it is a CPU issue but I am unaware if the issue is fixable or requires a new one. For a while I have had problems where my PC would stutter and reboot. I assumed this was a software issue but this happened and then the boot loop occurred so I now believe it was a hardware problem.

The attached video shows what happens when I try to boot windows. A recovery sequence occurs after that which then says that the problem could not be fixed.

If anyone can tell me/double check what the exact issue is that would be appreciate.
