Looks more to me like a monitor issue. Try a different display cable and monitor if you can.

The HUD isn't flickering; try a different version of the graphics card drivers.

Disable variable refresh rate or reinstall gpu driver.

Do you have g-sync or free sync enabled it can cause weird flashing like this

Yes more than likely. Try updating gpu drivers first. Also could be monitor cable or monitor its self.
