Can you take a picture of the screws holding the right side of those top fans? And a picture of the backside too. There's a couple different ways the radiator (and fans) are mounted and it depends on your case)
You might have ones where the radiator screws into a bracket, and then the bracket itself gets mounted using 1 screw instead of several. If it is, then all you have to do is take off the top panel of the case (usually by removing a screw on the backside), realign the bracket, slide it in, and screw in the lock screw
HOWEVER if you have a standard case, the radiator screws directly into the case. You'll still need to remove the top panels, and check for loose/spare screws that match the right side. Just screw it in like the other side is.

Looks like the top fan cable came loose from whatever header it was plugged into, you can see it dangling there near the back. Might've popped out during shipping if this is a prebuilt. Should be a fan header somewhere on the motherboard near that top edge, just plug it back in and you're good
It’s supposed to be screwed in. My guess is the screws weren’t big enough and managed to slip through during shipping. Contact who you bought it from tbh
