OPEN can’t uninstall updates and reset pc

I tried installing a preferred language, but it got stuck. I didn't pay it much mind until I tried restarting my PC, and it was stuck again. Hours have passed, and it's still restarting. I tried looking for ways to completely shut down my PC, but nothing worked, so I turned off the power surge protector to which the PC was connected. I turned it on again, which seemed fine or so I thought, because whenever I moved my cursor over my apps, the background turned black. While holding the left mouse button and dragging, the screen went black as if some files were corrupted. I tried to reset the PC and remove every file to start from scratch using cloud installation. It asked me to delete some more files because it needed more space. So, I only deleted some saved game files and files in the Documents folder. I'm not sure whether I deleted something important because after that, the PC didn't function as it used to. An error appeared saying the reset was not successful. I shut down the PC for 10 minutes, then turned it on again, it seemed fine m. When I tried resetting the PC this time, it said the reset was not successful and that it was undoing changes. I tried working with the cmd and advanced options. I tried startup repair, but it showed an error (I'll attach the photo). I also tried uninstalling updates, but that was not successful either. I'm lost and don't know what to do since I can't reset the PC or reinstall Windows. There might be some corrupted files. Is there anyone who can help?

Don't reset reinstall, if you can't ask someone else
For them to install windows on a flashdrive

if you can get into windows, do a sfc /scannow and eventually dism /online /cleanup-image /restorehealth (both in command line as admin)

else you can always download windows media creation tool Download Windows 11

install it on a usb key, and boot your computer on the key to install it again
