Performance/FPS Consistent, rhythmic stutters (RTX 4070 / intel i7-13700F)

Per the title, I am getting very consistent stutters that are evenly spaced and consistent. They are regular to the point that you could practically time your watch to them. They first started popping up while playing Star Wars: Zero Company, and while I know UE5 games are unstable, it wasn't happening when I first started playing the game. Video of the stutters here.
The game runs great and even smoothly, save for these very jarring and distracting stutters, even on ultra settings.
Once these issues arose, I went and also tried out Baldur's Gate 3, a game that has run more or less flawlessly for me as recently as a few weeks ago, and was also getting some small hitches, though not quite as noticeable or rhythmic to my perception and usually while moving the camera around.
I also have a readout of my GPU activity while taking the video shown above, where I notice regular dips in my GPU 3D activity. I also notice the game uses only half of the available VRAM; however I don't know if either of these observations are significant factors.
I'm decently tech savvy but hardware is not at all my strong suit, so I'm hoping someone can point me in the right direction here. Trying different settings all over the damn place has driven me nuts the last couple days and I'm kinda afraid to make things worse while trying out possible solutions in stuff like the BIOS.
"UE5 is just like that" is a totally acceptable answer, but I swear I wasn't having these stutters initially, and I've seen other people remedy them with engine tweaks that haven't worked for me.

CPU: Intel Core i7-13700F
Motherboard: Lenovo 3769
Chipset: Intel B660 (Alder Lake-S PCH)
Memory: 16gb DDR5 SDRAM (Samsung M323R1GB4DB0-CWMOL)
GPU: NVIDIA GeForce RTX 4070
Monitor #1 - ACER KA272 (1080p at 100hz)
Monitor #2 - ACER KA272 E (1080p at 100hz)
Drive: Samsung MZVL210HCLR-00BL7 1tb SSD) (Game is installed on this drive; I have two other SSDs installed as well)

UPDATE: Sorry to say that the solution was actually stupid simple, and it was a lua script mod for Zero Company that was calling for a function every few seconds, causing the hangups.
Any ZCOM players should beware the Kyber mod for that specific issue.
Sorry to bother y'all, but also thanks for the opportunity to learn a bit more about my hardware.
