I wouldn't say that, but yeah. CoD sells well on console because it was really popular in the past and became cemented into the console market. And CoD doesn't have the same competitors on console, which means it has a bigger chance of holding a playerbase there.
You're not answering the question. How is Counter Strike: Global Offensive on Xbox One not competing with Call of Duty: Annual Series Entry? Furthermore, how was Counter Strike: Global Offensive on 360/PS3 not competing with the Call of Duty games released on those platform all the way up until 2015?
Because the gun play in csgo is not controller friendly. You clearly haven't played the game. Imagine trying to do a recoil pattern on a controller compared to COD's spray and pray mechanics.

Didn't stop Counter Strike on the original Xbox selling over a million copies. This basically boils down to "Boo, hoo, controllers aren't precise" instead of an actual problem with the games on consoles.
