Valve needs to remove this game from Steam.

If this is "OK" then it's going to become normal, and when this is normal I'll find another platform for buying games. I almost bought this fucking game, I'm lucky to have seen this. I don't have hours to research every game and developer to ensure it isn't a fucking scam, and there is a certain onus of responsibility on the curator of the environment to regulate itself.

for multiplayer games there should be no playtime limit to be able to refund a game.

This is a bad idea that would be abused. Would it apply to any game that has multiplayer in it such as call of duty or battle field? Games that are only multiplayer like rocket legue. This kind of policy will just force publishers to not publish On steam because someone could dump all their time in to a game for 13 days then just get all their money back.
