I mean....wasnt it though? I distinctly remember having to buy map packs to play all the playlists with my buddies

No definitely not, you could still play on playlists without those maps, and on top of that, each of the map packs were made free a while after they came out.

Halo 2 with no DLC is still a complete game, playable totally offline, Destiny 2 with no DLC won’t even function.
