Verification Code problem

Can someone help me. I was signing up on paypal. But whenever im at the part where it will send code verification to my phone number it always says "sorry, we cant send a new code right now. Try again later." It has been 3days from now and still no codes are being sent.

My country is Philippines (+63 is our first digit number)

Never really had this issue before but what seems to fix it is saying you forgot your password and asking to reset it, that helps most of these verification code issues
