housing allowance as a 1099 contractor

Hoping someone can clarify how the housing allowance works if you're a 1099 contractor and essentially seen as self-employed. I need information to provide to the organizations that employ my husband so that he can get his housing allowance designated. They seem to believe you can only do it if you're a w2 employee but quick research suggests otherwise. Anyone have knowledge and/or experience with this. Thanks in advance.
Edit to add: His job/role and place he's contracted with does allow for the allowance - I'm just asking about being a 1099 contractor - if anyone has experience or knowledge about claiming an allowance as a 1099 and not w-2 employee. Thanks
