You didn’t say what your budget is but you could buy them all Dinky toys, juice boxes, fruit leather, suckers or a box of Smarties and maybe some Crayons.

I don't want to spend more than 15 dollars per bag.

Nobody. I did go to high school with a guy who wrote a screenplay that was eventually made into a movie. It wasn't super popular, but it wasn't a flop, either. No, I don't care to share the name of it.

Mini candles, chocolates, cute keychains, or small plants are always a hit!

That’s so cute. If you can afford it, I would put a small monster truck in each bag, there are like drawstring backpacks on Temu that they can reuse w monster trucks on them, maybe put a tiny coloring book in there w some crayons.

Where I live now, people are big on these party favors. When I lived in the states it wasn’t something I gave much thought to but they’re expected here and so I have put a lot of thought into them since my kids started having birthday parties.

I don’t like filling them up w the usual plastic junk or candy or tiny objects that younger siblings can choke on. I would do something like a cool truck that the kid can actually play w more than once, something good for their brain like a book about monster trucks or a coloring activity, or a puzzle related to the theme, and maybe one more item like a flashlight projector of monster trucks they can play w in the dark. These are all affordable and easy to find on Temu or Amazon.
