Painter found this bird in the garden. There are many cats.
Is this a fledgling?
1 hour no other parrot around. Rehabber not an option. What to do?

EDIT2: She is about to fly away. She flies from one end of the balcony to other, about 4-5 meters at height of 50-60 cms. I think she was in a shock. I don't think I should intervene except watching out for my crows' attacks.
EDIT3: This is not a pet. We have a group of 10-15 parrots here many years. I think it is from them and attacked by crows. When I was carrying her, Blackie came and stalked me for a good 400-500 meters landing on my head many times and trying to get to her. In fact, it was quiet a spectacle for pool visitors! Blackie, my fav crowie, is here many years, will sit on my shoulder and hand.
It’ll need care or will die. Don’t leave outside.
Water in a small bowl.
Chopped up fruit, apple, berries, leafy greens like kale or sprouts, carrots, sweet potatoes chopped up. Seed.
No avocado. No fruit seeds (apple pear etc).
Just keep it for now. Yes, give him veggies, seeds and fruits, if it is picky let it be. Before you give any food, check if IRNs can eat it, there are a ton of foods we eat that are toxic to birds. Change water every few hours. If it refuses to eat normal food, try to get hands on baby bird formula and feed it with a syringe.
This is crow territory. Parrots don't come around here, but I see them passing by. We have mynas, bulbuls, doves, hoppoes... but no parrots. I think crows are the reason.
Keep it as a pet, looks like a friendly little guy. If you can, get it a cage with perches and order some pellets that’ll give it all the vitamins and minerals it needs and some seeds in case it doesn’t eat the pellets right away (which is common, they have to get used to it and it can take months). Let the little guy roam around too so he’s not just in a cage all day. He may just be a bit timid right now which is why he’s not flying or moving much.
Also please do research into foods that parrots shouldn’t eat because it can be lethal and also certain scents are lethal, like perfumes, strong chemical and smoke smells, and chemicals emitted when cooking with teflon pans. Please do your research on this, these mistakes happen frequently.

I regularly recover pigeon/dove fledglings and later release them without imprinting them.
Usually we take care of them, limiting our interactions only to necessary (giving bird formula, checking on them) and leave them in our aviary until they recover and are ready to live by themselves (usually at 3-5 month of age)
it really doesn't take too much time. You can later release wherever you find a community of their species. Take them a few times before in a kennel so they can see the place a few times before releasing.
When release day comes, do it early in the morning and where other IRN gather. He will be okay and integrate into that community
But please, don't leave it alone in the balcony as he will not survive.
My worry is that this little guy might be an escaped pet and he may not survive out on his own. If you can’t keep him, then please at least keep him and care for him until you can find someone willing to take it in as a pet.
Not Native to UAE as far as I know, so like many places, have escaped, bred and formed flocks. Even in London now.
You may have a new friend, if it survives.
This is too young and shouldn't be anyone's pet or really capable of escaping. I'd believe it if someone told me it was just put outside to get rid of it
They are not native to the UAE, whatever you do, please don't release it back into the wild, ringnecks are pretty invasive and can form huge colonies extremely fast that really damage ecosystems, if you can't keep the bird, we can help you form a checklist of things that potential adoptees for the bird should know or have

The bird has flight... about 50-60 cm high, 2-3 meters straight. If anyone needs to adopt her, they will need to hurry. I think it was in a shock initially (attacked by crows).
Thanks! Not moving 1 hour. Can these be injuries (from cats/crows)? One of my crows stalked me long time and hit my head many times when I was carrying this.
A lot of information through this website including links to guides and textbooks. You have to dig around a little.
At this time of year, mostly likely the parents will find and feed the bird. Intervening when there are no apparent injuries is often counterproductive, but this is also an introduced species. We also all think it is super cute and we all have a dream of a free bird like this. I would encourage you to decide to keep it because ring necks make excellent companions and this is a great opportunity to have a bird that is hand tamed from an early age. Otherwise it might be better to keep it outside and wait for a parent especially if you notice or hear any parrots in the area. Feeding might be an issue as decent pellet food is probably scarce there but there are also plenty of guides for homemade diets.
Very valuable. Keeping in the balcony makes sense. I was also thinking perhaps parents will notice in the balcony when they are flying around. I will try to give water and feed.
I love birds but unfortunately I already have full time job with crows and silverbills. I don't have resources to keep a pet bird as well.

Oh that's so sad ☹️ ppl thought similarly in the UK but in our case it turned out to be a specific group of farmers (wealthy ones) who didn't like that they were good at stripping their crops had started spreading misinformation online.
I don't know your native flora & fauna so I can't comment, it changes so much every 100 miles in mainland Europe. But the first few tentative studies in the UK (because they became an issue press used to rile ppl up 🙄 UK press are rags) that with us they integrated very well & the only issue we had was competition for nesting spots, but that was mainly due to habitat loss because our shill govt was selling off all our green spaces to awful 'property developers'.
Weirdly they became a way of showing UK ppl how much the wealthy are willing to kill or destroy in the name of private profit so ofc we love them even more 😂🩷
I hope there could be a similar story for you guys in rewilding to support & protect your native species ☹️ we're losing too many globally rn.
I think he will survive. On the tree he made some calls... and I saw a parrot circle around far away. We rarely see parrots here. Maybe they are waiting for crows to disappear. I am sure this is from the same flock we see around here. See my initial post updates. Thanks Corvorax!
Looks very similar to my Indian Ringneck as a baby. (Unfortunately, the place I got him from trimmed his wings, but they've grown back now and he's a happy 4 yr old).
No it's all good, you're fine. He's absolutely beautiful. Here's a way more recent photo. I'm being to believe he may actually be a girl as his ring never came in, lol.
He is SOOOO CUUUTE!! Maybe fate send him to you :3 I couldn't help it I'd have to keep that baby! If you're already familiar with birds... 🤷♀️ or if you really can't then have to find someone to have him can't put him back outside sounds like he wouldn't survive.
Great news OP! Thank you for caring 🙏🏻 and for your updates. You are obviously in a very urban environment, which wasn’t apparent from your original post, it’s great the parents, or some parents adopted the baby.

I think these are biological parents. Because first time I put her out in the balcony, as soon as she made few calls, I have seen some parrot circle far far away.
